What Is an Environmental Impact Statement?
An Environmental Impact Statement (EIS) is a comprehensive document required under the National Environmental Policy Act (NEPA) that analyzes the environmental effects of a proposed federal action. In Florida, the EIS requirement applies to development projects involving federal funding, permits, or land.
Contents of an EIS
- Purpose and need: Why the project is being proposed
- Proposed action: Detailed description of the project
- Alternatives: Analysis of alternative approaches, including the "no action" alternative
- Environmental consequences: Impacts on air, water, soil, wildlife, cultural resources, and communities
- Mitigation measures: Steps to avoid, minimize, or compensate for environmental impacts
- Public comments: Responses to concerns raised during the public comment period
