A hotline complaint reports suspected violations to a government agency. Key Florida hotlines include the Abuse Hotline (§39.201), Adult Protective Services (§415.1034), Attorney General Consumer Protection, and DBPR licensing complaints.

Investigation Process
- Agency screens complaint for investigation criteria
- Investigator assigned; interviews and evidence collected
- Emergency: investigation within 24 hours
- Non-emergency: within 72 hours
- Determination: verified, not substantiated, or insufficient
Confidentiality
Reporter identity confidential (§39.202). Records exempt from public records. Good-faith reporters immune from liability (§39.203). False reports are a misdemeanor.
