Florida occupancy permits require: completed construction, passed inspections (foundation, framing, electrical, plumbing, mechanical, fire, final), code compliance (FL Building Code, Fire Code, ADA, zoning), utility connections, and paid fees. TCOs allow occupancy with minor items pending (6-month typical).
