Off-Site Improvements in Florida Development
Off-site improvements are developer-funded infrastructure outside the project (roads, utilities, sidewalks, parks). Funded through impact fees (Section 163.31801), proportionate share, and developer agreements. Must satisfy "rough proportionality" (Dolan v. City of Tigard). Developers may negotiate credits for improvements benefiting others.
