Pre-Development Agreements in Florida

A pre-development agreement establishes the framework before formal development agreement (Section 163.3220). Defines: project scope, required approvals, timeline, cost-sharing, and infrastructure commitments. Does NOT vest development rights. Duration: 1-3 years. Used for: large mixed-use, DRI, and infrastructure-heavy projects. Precedes formal development agreement.
