FL milestone inspections (Section 553.899, 2022): buildings 3+ stories, first inspection at 30 years (25 coastal). Every 10 years after. Licensed PE or architect. Phase 1: visual. Phase 2: if substantial deterioration found. Report to building official. Prompted by: Champlain Towers collapse (2021, 98 deaths). SB 4-D: milestone + SIRS + reserves. Non-compliance: fines, insurance refused, financing denied, resale impacted, board liability.
