FL UPL prohibition: FL Constitution (Art. V, Sec. 15: Supreme Court exclusive jurisdiction), Chapter 454 (Section 454.23: 3rd-degree felony), FL Bar Rules (Chapter 10), and Supreme Court opinions. Enforcement: FL Bar Standing Committee, Supreme Court (injunctions, penalties), State Attorney (criminal), and private action (civil). Exceptions: self-representation (pro se), approved forms, supervised paralegal work, administrative proceedings, and federal preemption. Each narrowly defined.
