Definition: A change in zoning classification that increases the permitted density, intensity, or range of uses for a property. The opposite of downzoning. Upzoning typically increases property value by allowing more intensive development.

Upzoning: zoning change allowing more intensive use. Examples: residential to commercial, increased density/height, and mixed-use. Generally increases value. vs. downzoning (restricting use). FL process: application, staff review, public hearing, commission vote (legislative act), and recording. Timeline: 3-6 months. Challenges: neighbor opposition (supermajority if protests), comprehensive plan consistency (Section 163.3194), Bert Harris Act (Section 70.001: compensation), and environmental. Prepare thorough application.
