FL Interstate Extradition

FL extradition (Chapter 941: Uniform Criminal Extradition Act): transferring accused/convicted from asylum state to demanding state. U.S. Constitution Art. IV, Sec. 2: requires delivery. Process: demanding governor sends demand, FL governor reviews + issues warrant, arrest, hearing (circuit judge: documents in order), waiver option, and transfer. Rights: habeas corpus (challenge legality), identity challenge, counsel (PD if indigent), and bail (flight risk considered). Cannot challenge charges in FL (demanding state only).
