FL Comprehensive Plan Consistency

FL comp plan consistency (Chapter 163, Part II): all zoning must implement comp plan goals/objectives/policies. Rezonings: consistent with future land use map. Development orders: consistent with land use category. Enforcement: administrative (staff review), judicial (Section 163.3215: aggrieved party petition to DOAH), and state review (FL Department of Commerce). Inconsistency: zoning challenged and overturned; courts hold inconsistent zoning void. Remedy: amend plan or change zoning.
