Robert A. “Bob” Hoonhout is Barnes Walker’s local government law attorney who also practices in the related areas of zoning, land use, and homeowner’s and condominium association law.
Bob has been steeped in local government law since early in his practice. From 1983 to 2002, he was a member of the Executive Team in managing the Township of Montclair, a community with 36,000 people.
Bob’s responsibilities as the local government lawyer flowed from the fact that he was named the Township Attorney of the community, which involved supervision of all legal matters, departments, bidding procedures, and drafting of legislation for a diverse community.
Day-to-day advice was given to all departments with an emphasis on land use and planning, as well as other elements of governmental law and employee relations. Overseeing bidding matters allowed Bob to gain essential knowledge of the sale of municipal lands and municipal land use law, planning and future development of public lands and interests in real estate, as well as environmental issues and condemnation issues affecting the municipality.
As the Township’s local government law lawyer, Bob was also in charge of all real estate tax appeals that were conducted before the County Board of Taxation in the Tax Court of New Jersey.
Bob continued this work upon his arrival in Florida and is currently the Special Private Counsel to the Manatee County Value Adjustment Board, the Board which hears all tax appeals in Manatee County.
Bob’s practice as a government law attorney here has continued in this vein with Bob working on zoning and land development issues for various clients. Bob has prepared documentation and applications before the Southwest Florida Water Management District in connection with development applications and the creation of condominium associations and homeowners associations, ensuring compliance with governmental regulations for such projects.
Bob has been called by several local governmental entities on special projects to opine on special issues facing these municipalities. Bob has authored hundreds of pieces of legislation in his capacity for local governmental entities and still thoroughly enjoys local government law and all its twists and turns.
