Definition: A recorded document filed before beginning construction on a property in Florida that provides notice to potential lienors and establishes the priority date for construction liens. Must be recorded before the first building permit inspection.

Florida Notice of Commencement

Florida’s NOC (Section 713.13) includes a statutory warning about improper payments. Effective for 1 year from recording; extendable by amendment. After receiving NTOs, owner must verify subcontractor payment or obtain partial lien releases before making progress payments.
