Definition: A recorded document that formally marks the start of a construction or improvement project and establishes the priority date for construction liens. Required by Florida law before the commencement of any work on real property.

Florida Notice of Commencement Requirements

NOC requirements (Section 713.13): property description, owner/contractor/surety/lender information, and a designated NTO recipient. Common errors: wrong description, missing surety info, expired NOC, late filing, and failure to post at job site. Each error weakens the owner’s lien defenses.
