Notice of Commencement (NOC)
A notice of commencement (Section 713.13) must be recorded before construction begins. Provides public notice of the project, establishes the lien rights framework, and must be posted at the job site. Effective for 1 year from recording. Failure to file weakens the owner’s defenses against lien claims.
