Urban Growth Boundaries in Florida

FL urban growth boundary (UGB): planning tool defining urban development limits. Inside: higher density, services, infrastructure. Outside: agriculture, conservation, low density. Implemented via comprehensive plans (Chapter 163). Purpose: prevent sprawl, protect agriculture, direct growth, efficient services. Inside = higher value; outside = restricted. Changing: comp plan amendment (Section 163.3184: state review). Concurrency (Section 163.3180) reinforces. Difficult, politically sensitive process.
